In order to regulate fair play in the SFL, without restricting the GMs of individuality and their choices to run their team as they see fit, the "Brees" Rule has been created in order to make sure GMs are held accountable when they do things that would be seen detrimental to the long-term success of the league.
A committee will be formed, known as the "Fair Play Committee" (FPC), who will be tasked with reviewing complaints in regards to tanking, poor sportsmanship, etc. The members of the FPC will rotate yearly, with 8 members on the committee, one from each division.
If an official complaint is lodged to any member of the Executive Committee by two members of the league (including EC members and FPC members), the issue will be addressed by the FPC. If the complaint was due to a roster move (i.e. benching a young starting caliber QB for a 60 OVR QB who will never be the long term answer), the GM in question will have the chance to defend themselves with rationale as to their decision, in order to make sure the FPC understands their decision making (for example, they decided to bench a 36 year old QB they know will retire because their record is 0-10, in order to give way for a younger, potential QB).
Decisions will be made by a majority vote. The FPC will determine appropriate punishments, under advisement of the Commissioner (William Cook) and Co-Commissioner (Bryan Mellon). If either of them, or both, are on the FPC, other members of the EC will step in, as requested. Removal from the league will never be considered for a first time offense, and will only be considered for repeat "Fair Play" offenders who appear to plan to continue with unfair play.
Special note: Continued complaints by the same GM about very minor offenses (i.e. "He's not starting his fastest WR at WR1/WR2" or "He was salty after I beat him") will not be appreciated and will likely result in future complaints not being listened to.
We plan to take this quite seriously, but don't plan on having to use the FPC often, if ever. But that rests on the league, to make sure we don't have to.
